Whaller, a secure collaborative platform in line with the "Cloud at the centre" doctrine

Bruno Le Maire, Amélie de Montchalin and Cédric O presented the national cloud strategy on 17 May 2021. To support the State's ambition to encourage businesses, administrations or citizens to use cloud computing, the government has introduced the "Cloud at the centre" doctrine.

The Cloud at the Centre, a doctrine for digital sovereignty

The last few years have seen an acceleration in the digital transformation of the civil service.
The move to Cloud Computing is becoming the new norm for public organisations. This move is being coordinated by the interministerial directorate for the digital state (DINUM). To encourage public services to migrate en masse to a cloud system, the government has announced the ‘Cloud at the Centre’ doctrine.

This announcement raises three major issues for the French State with the Cloud:

  • The digital transformation of French businesses and administrations,
  • Digital sovereignty,
  • Economic competitiveness.

To address these challenges, the State has established a plan based on three strategic pillars:

  • The Trusted Cloud label, which is based on the SecNumCloud qualification awarded by the Agence Nationale de la Sécurité des Systèmes d'information (ANSSI),
  • An industrial policy aimed at supporting high value-added projects as part of the 4th Future Investment Programme and France Relance,
  • The Cloud doctrine at the Centre, which aims to ‘modernise public action through Cloud technologies’.

How can we respond to the issues raised by the government?

Data protection is at the heart of every debate. The note published in September 2021 by DINUM director Nadi Bou Hanna thus recalls the need for administrations to migrate to office automation tools hosted on trusted clouds.
